First Capital Engineering worked with Wallace Roberts and Todd Architects to complete this complicated project, located in the City of York on a previously abandoned brownfield industrial land site. The project consisted of two office buildings each six stories in height. One complex contains 135,643 sq. ft. of space and the other contains 101,860 sq. ft. of space. Our team also coordinated with York City’s traffic engineer.
FCE applied for and obtained numerous variances and waivers for the project, completed a base plan, a complex utility plan, performed a historic redevelopment of a former gas manufacturing facility, provided the site engineering design and incorporated the site design development drawings from the project's architect into the construction drawing set and provided construction stakeout services during the construction phase of the project. In addition, an above ground parking facility was designed and constructed over top of six feet of sanitary sewer main. FCE faced many engineering challenges throughout the course of the project because of its urban location and because it was an abandoned brownfield site.
We coordinated with the PA Department of Environmental Protection and the Army Corps of Engineers to resolve complex floodplain and stormwater management issues that were discovered. In addition, we prepared construction cost estimates and cost value engineering, where we provided engineering changes to reduce the cost of the project.
This project received the “Excellence in Construction Award” from the Associated Builders & Contractors, Keystone Chapter and the “Design Excellence and Responsible Development” from Ten Thousand Friends of Pennsylvania.
